The ALEOSAN District Hospital was established through R.A. 4854, which was authored by the late Congressman Ramon C. Tabiana of the 3rd District of Iloilo. The initial appropriation of P100,000.00 was allocated, and an additional amount of P220,000.00 was provided for the construction of the hospital building. Dr. Arturo A.
